Elements of the Philippine Coast Guard (PCG) arrested a suspected illegal recruiter on board a passenger ship and rescued five of her victims after the ship arrived in Pier 15 of the Manila South Harbor on Sunday.
In a report submitted by PCG spokesman Lt. Cdr. Armand Balilo, sea marshals onboard MV Super Ferry 12 headed by Petty Officer 3rd class Jeffrey Doctor apprehended the alleged illegal recruiter identified as Girlie Fuentes, 28.
Balilo said the arrest of Fuentes was made following a report made by a certain Villaluz Guido Saldi of Mandaue City to the Coast Guard Station in Cebu last Saturday.
According to Saldi, she was informed by the sister of the suspect that her daughter had already left for Manila together with four others to secure a job in Manila. Saldi said her daughter was illegally recruited by Fuentes and she immediately reported the incident to the Coast Guard.
After receiving the report, personnel of Coast Guard Detachment in Tinago conducted verification on the passenger manifest and confirmed that Saldi’s daughter Angeli Guido Saldi, 19, and four other companions were onboard the vessel.
Upon the arrival of the vessel in Pier 15, operatives quickly apprehended the illegal recruiter and rescued the five victims.
The four other rescued victims were identified as Agnes Bandilao, 21; Irish Sala, 21; Mary Joneten Bronola and a certain Quenie Catampo, 19. The victims all came from Mandaue City. They were later turned over to the Visayan Forum Foundation for proper disposition.

Barangays to protect public versus illegal job recruiters

Aware of the rising number of victims of illegal job recruiters, Caloocan City Mayor Enrico “Recom” Echiverri has tapped barangay leaders in protecting unsuspecting residents from people who offer dubious or non-existent jobs abroad.
First to be mobilized were barangay officials from Zone 14, 15 and 16 who took part in a pre-employment orientation-seminar and information campaign regarding anti-illegal recruitment (AIR) measures.
“For me, the biggest tragedy for a Filipino family is to have a relative get victimized by an illegal recruiter as it shattered their dreams of a better future” Echiverri said.
The city mayor said that by conducting the seminar and information drive, the city government hopes to relay the warning to local residents so they may not be duped of large amounts of money or worse be exploited once they are in another country.
“How many times have we heard the story of a mother who was supposedly hired as domestic helper abroad only to find out that she had no work waiting for her? What would become of her?” he said.
He also said that as a precaution, residents must not fall so easily to promises of high-paying jobs abroad, especially if those offers are coupled with unbelievably quick processing times for travel.
“If the job offer abroad is too good to be true then it probably isn’t,” Echiverri warned residents.
He said it is standard procedure to double check with the Philippine Overseas Employment Administration (POEA) if a job order for overseas workers exists in a particular country.
The seminar was conducted by the Caloocan Labor and Industrial Relations Officer-Public Employment Service Office (LIRO-PESO) under Dante Esteban, officer-in-charge, in cooperation with the POEA.
Echiverri said similar seminars are set to be conducted in other barangays of the city to ensure that the information can reach the highest number of residents.

FDC files motion to recall ERC order
MANILA, Philippines – The Freedom from Debt Coalition today filed a motion to recall, with prayer for temporary suspension, the provisional authority the Energy Regulatory Commission granted to the National Power Corporation (NPC) and Power Sector Assets and Liabilities Management Corporation (PSALM) allowing electricity rates to increase by P0.4682 per kWh, P1.1460 per kWh and P0.7147 per kWh in the Luzon, Visayas and Mindanao grids, respectively.
FDC vice president Etta Rosales said: "Under conditions of deepening economic crisis, the worst of which is yet to come, the Government together with its agencies is duty-bound to protect the citizenry against the onslaught of the crisis which will affect all sectors of society. In this regard, ensuring the enforcement of strict regulation in accordance with due process and due diligence can never be over-emphasized. As the government's agency mandated to protect the citizen's interest against unfair electricity rates, the ERC has blatantly abused its authority and violated its own raison d'etre by illegally granting a 12% return on rate base to electricity providers without clear substance and evidence to the detriment of the general public."
Lawyer Renecio Espiritu Jr, FDC legal counsel, outlined the group's grounds for filing the motion which are:
1. The grant of the 12 percent Return on Rate Base (RORB) is illegal. According to its charter, NPC's allowable RORB is pegged at 10 percent. Its previous RORB was 8 percent;
2. The ERC cannot impinge, by the exercise of rate regulation, into areas of legislative and management policy;
3. The Provisional Authority was issued despite deficiency in evidence. Instead, the ERC cited figures not found in the records. In fact, the Joint Application is so deficient in substance that it merits outright dismissal;
4. The assumption that sales of electricity will decrease with the privatization of NPC power plants, thus resulting in the increase of rates due to the relatively higher costs for the remaining plants, is not supported by evidence;
5. The proper treatment of revenues from ancillary service, One-Day Power Sales (ODPS), and Wholesale Electricity Spot Market (WESM) sales must be deducted from the revenue requirement;
6. The Power Barges 101, 102, 103, 117 and 118 are NPC-IPPs and therefore must not be included in the rate base computation. This is tantamount to double compensation; and,
7. The provisional authority violates due process.
Due to protests in Visayas and Mindanao and to offical interventions by local government units, consumer groups and FDC, the ERC modified its February 16 Order and reduced by 30.84 centavos the provisional increase of P1.1460 per kWh in Visayas it earlier granted to NPC-PSALM "taking into account the impact of the sale of NPC's Panay and Bohol diesel power plants."
"While we welcome this modification as a validation of our arguments against the provisional increase, we urge the ERC to recall and revoke the joint application of NPC and PSALM due to lack of substantial basis to warrant even a provisional approval of its petition. We will continue to intensify mass protest and heighten consumer vigilance to ensure a just and reasonable price of electricity in our country today," said Rosales.
