'Anderson Cooper,' 1 other arrested for internet scam

MANILA, Philippines - Two foreigners were arrested Friday in connection with an alleged 'budol-budol' type of scam, which used the internet to bait victims.

Back in September, businesswoman Jenny Mabutas received an email from a certain Anderson Cooper, who said he has just arrived in Manila and was carrying $10 million. As proof, Cooper even sent pictures of a suitcase filled with money.

Because she was also waiting for a package from her boyfriend from Africa, Mabutas immediately fell for the scheme.

However, the email said the Bureau of Customs had possession of the suitcase, and Mabutas needed to pay $500 for it to be released.

Mabutas said she fell for the trap, and met with the two African men. She then gave the two men P20,000 and $3,600. However, they demanded more money, this time, $10,000.

At this point, Mabutas suspected something was amiss, and when she learned there was no package addressed to her at the Cebu Pacific Cargo Terminal, she sought the help of the National Bureau of Investigation (NBI).

In the entrapment operation Friday, Mabutas agreed to meet the two at the airport, but then she was directed to meet them at the Manila Airport Hotel.

Cooper, whose real name is McDonald Tony Bombaka, and his companion Samuel Taylor were arrested by the NBI at the hotel's lobby.

The bureau's operatives also combed through the room of the men, but they did not recover anything.
After the incident, the NBI is now warning the public against internet scams.

"Nagbabago na sila ng modus, just like the black money scam," said Head Agent Ross Bautista, NBI Intelligence Services.

"Ipagbigay-alam publiko kung may karanasan sa mga taong ito…nalaman namin sa cellular fones nila na marami pa silang bibiktimahin," said Anna Labao of the NBI Intelligence Services.

DFA warns vs passport scam anew

MANILA, Philippines—The Department of Foreign Affairs-Office of Consular Affairs (DFA-OCA) has reiterated its warning against unscrupulous and enterprising individuals who charge exorbitant fees in exchange for a passport appointment.

It also warns the public against those who mislead passport applicants by telling them that they need to bring passport photos.

In a news release, the DFA-OCA clarifies that getting a passport appointment for passport processing is free and may be done through calling 737-1000 or logging on at the e-passport website.

“There is also no need to bring passport photos, as applicant’s photos and their biometric information (thumbprints and signature) will be taken at the ePassport enrollment center,” it said.

The DFA-OCA said it does not authorize any of its personnel to offer passport-related services to the public inside or outside its premises, particularly on securing appointments.

“The public is also advised not to deal or transact any business with people or even offices near the DFA offering passport-related services, such as charging exorbitant fees for passport photographs,” it said.

It advised the public that for any inquiries, urgent concerns or requests may be directed to any of the DFA-OCA Public Assistance personnel.

“In cases of emergency or urgency to travel, the DFA-OCA even waives the appointment requirement so as to facilitate the processing of passport applications,” it said.

This applies to such cases like overseas Filipino workers who already have job contracts, persons who need urgent medical attention abroad, and students and professionals who need to attend seminars and/or fellowship, among others, as long as the passport applicant can show supporting documents that he or she needs to travel overseas as soon as possible.

“They may immediately visit the Office of the Passport Director in DFA-OCA in Aseana Business Park, Paranaque City for proper evaluation of their requests,” it said.

The DFA-OCA also asked the public to report any suspicious or anomalous offers regarding passports to the Office of the Passport Director at 836-7759 to 60 or 834-2411.

MANILA, Philippines—Communist rebels are expected to try to cash in on the upcoming October 25 barangay (village) elections by extorting money from candidates through their illegal “permit to campaign” (PTC) scam.

Candidates should beware of attempts by the communist New People's Army (NPA), the armed wing of the Communist Party of the Philippines, to get them to pay so-called PTC fees in exchange for campaign access to far-flung areas, said a military spokesperson.

Many candidates in the provinces are forced to pay the money to avoid being harassed by NPA rebels during the campaign.

But while issuing the warning, Brigadier General Jose Mabanta Jr., chief of the Armed Forces Civil Relations Service, said the NPA has had limited success with its extortion racket.

“During the last presidential elections (on May 10) we are happy and pleased that the insurgents barely or were not successful in their income-generating activities,” Mabanta said.

He said this was because the strength of the CPP-NPA has gone down drastically so that its ability to generate funds has been greatly diminished.

Mabanta said Armed Forces operational units will be meeting today to finalize plans for securing the elections.
The Commission on Elections traditionally deputizes the military and the police during elections to secure the polling precincts.

The gun ban starts on September 25 although the campaign period does not start until October 14.

JPE again?

Filipinos forgive easily. It’s a cliché because it’s true. Do you remember Ferdinand Marcos’s star lawyer who became his Minister of Defense on account of a scheming ruthlessness that mirrored that of his master’s? Yup, that one: the master political operator who faked his own assassination in 1972 to create a pretext for implementing the most draconian executive order in Philippine history. You remember that order right? Proclamation 1081? You know, the declaration of martial law. It was only the declaration that allowed for assassinations, disappearances, tortures, and the politicization of our once relatively professional military.

Oh you remember! Yah, Juan Ponce Enrile: the trapo who dyes his hair more than Manny Villar, who sports shades that make him look like a Filipinized Mafioso. Well, you know what? He’s now a senator for the nth time and Senate President to boot. How? Because he’s switched sides more times than Mike Arroyo has had heart attacks.

He loves playing both sides of the fence, and he’s been doing it since the 60s. Did you know, for instance, that he was the Cojuangco family lawyer who inserted anti-agrarian reform loopholes in the government agreement that allowed Jose Cojuangco (PNoy’s grandfather) to purchase Hacienda Luisita? When his patron Marcos ordered the distribution of the land in the late 60s, Cory’s Kuya Pedro used Enrile legalese to hang on to the property.

Some people might be forgiving of Juan Ponce Enrile because of his role in the People Power revolution or, most likely, political convenience. PNoy, for one, is too preoccupied with former illegal president Arroyo to bother exhuming the skeletons hidden in the closet of men who threatened the unstable democracy that his mother heroically defended. If only Noy had his mother’s vitriol for the chief patron of Gringo and RAM when they launched those coups against a democratically elected government…

In case our president has forgotten, he should feel the shrapnel still lodged in his neck. If he’s comfortable with it, maybe he can show the scar to allies who abandoned Kiko Pangilinan for the trapo for all seasons.

I, for one, think that nobody should forgive Johnny Enrile. Even in the one moment in 1986 when he seemed to side with the people, his motives were ultimately self-serving. Enrile did not bolt the Marcos government to support Cory Aquino. He launched an abortive coup because it was increasingly clear that Marcos would not choose him as his successor. He only sided with Cory because he had no choice; the people who flocked to protect him in Crame were chanting Cory’s name, wearing yellow, and making Laban signs. Enrile was relieved that the people saved his life, but frustrated that he, the dictator in waiting, would have to cede power to an elected democrat. In his frustration, he would back the efforts of his former aide-de-camp and torturer sycophant Gringo Honasan to overthrow the Aquino regime (allow me to once again cite Alfred McCoy’s stellar book Closer than Brothers as a good reference for people curious about this history).

The fact that Johnny Enrile remains in power after all these years is a symbol of the continuity of patronage politics, turncoatism, impunity, and elite democracy in the Philippines. Reinstalling him as the third highest official in the country is an insult to millions of Filipinos clamoring for change.

Illegal recruiter nabbed in Rizal

MANILA, Philippines – Agents of the National Bureau of Investigation (NBI) arrested an alleged illegal recruiter in Taytay, Rizal.

The NBI is set to file large-scale estafa against the suspect identified as Nilda Pajarillo.

Pajarillo was apprehended immediately after receiving money from new job applicants.

The suspect reportedly promised to send the victims to the United Kingdom to work as caregivers, nurses and house cleaners.

The victims said Pajarillo showed them photos of their supposed employer, a certain Dr. Cole, and a hospital in the UK which the suspect said was in need of hundreds of Filipino workers.

After enticing the victims with job opportunities, the suspect then collected payment ranging from P10,000 to 25,000 from each applicant.

Other victims are urged to come forward and file a complaint against the suspect.

For her part, Pajarillo said she was just tasked by a certain Janet to collect the money from the victims.

Authorities reminded the public to check if the agency offering overseas employment is licensed with the Philippine Overseas Employment Administration (POEA). -- Report from Francis Faulve, ABS-CBN News

Coast Guard arrests illegal recruit suspect

Elements of the Philippine Coast Guard (PCG) arrested a suspected illegal recruiter on board a passenger ship and rescued five of her victims after the ship arrived in Pier 15 of the Manila South Harbor on Sunday.

In a report submitted by PCG spokesman Lt. Cdr. Armand Balilo, sea marshals onboard MV Super Ferry 12 headed by Petty Officer 3rd class Jeffrey Doctor apprehended the alleged illegal recruiter identified as Girlie Fuentes, 28.

Balilo said the arrest of Fuentes was made following a report made by a certain Villaluz Guido Saldi of Mandaue City to the Coast Guard Station in Cebu last Saturday.

According to Saldi, she was informed by the sister of the suspect that her daughter had already left for Manila together with four others to secure a job in Manila. Saldi said her daughter was illegally recruited by Fuentes and she immediately reported the incident to the Coast Guard.

After receiving the report, personnel of Coast Guard Detachment in Tinago conducted verification on the passenger manifest and confirmed that Saldi’s daughter Angeli Guido Saldi, 19, and four other companions were onboard the vessel.

Upon the arrival of the vessel in Pier 15, operatives quickly apprehended the illegal recruiter and rescued the five victims.

The four other rescued victims were identified as Agnes Bandilao, 21; Irish Sala, 21; Mary Joneten Bronola and a certain Quenie Catampo, 19. The victims all came from Mandaue City. They were later turned over to the Visayan Forum Foundation for proper disposition.

Barangays to protect public versus illegal job recruiters

Aware of the rising number of victims of illegal job recruiters, Caloocan City Mayor Enrico “Recom” Echiverri has tapped barangay leaders in protecting unsuspecting residents from people who offer dubious or non-existent jobs abroad.

First to be mobilized were barangay officials from Zone 14, 15 and 16 who took part in a pre-employment orientation-seminar and information campaign regarding anti-illegal recruitment (AIR) measures.

“For me, the biggest tragedy for a Filipino family is to have a relative get victimized by an illegal recruiter as it shattered their dreams of a better future” Echiverri said.

The city mayor said that by conducting the seminar and information drive, the city government hopes to relay the warning to local residents so they may not be duped of large amounts of money or worse be exploited once they are in another country.

“How many times have we heard the story of a mother who was supposedly hired as domestic helper abroad only to find out that she had no work waiting for her? What would become of her?” he said.

He also said that as a precaution, residents must not fall so easily to promises of high-paying jobs abroad, especially if those offers are coupled with unbelievably quick processing times for travel.

“If the job offer abroad is too good to be true then it probably isn’t,” Echiverri warned residents.

He said it is standard procedure to double check with the Philippine Overseas Employment Administration (POEA) if a job order for overseas workers exists in a particular country.

The seminar was conducted by the Caloocan Labor and Industrial Relations Officer-Public Employment Service Office (LIRO-PESO) under Dante Esteban, officer-in-charge, in cooperation with the POEA.

Echiverri said similar seminars are set to be conducted in other barangays of the city to ensure that the information can reach the highest number of residents.
